Telegram notifications

I have some issue with notifications from telegram on my macbook pro 15 2017, OS 10.14.
One day I turned off all notifications in telegram and then turned them back on in this menu.
But I'm still not receiving notifications from the regular accounts, I'm only getting the groups notifications. What type of issue is that? Am I the only with that type bug? Because I think it's not the telegram problem, I think it's the problem of the macOS.

Automatic notifications from community apps (when they are turned off) Once I've set up my first MacBook I've installed community apps like messenger and WhatsApp. I've received hint from macOS that I can save some battery energy once I'll switch off automatic checking for new messages when app is turned off. I would like to bring it back, that notifications from messenger and WhatsApp will be refreshed automatically when app are turned off. PS few days ago I've installed Twitter and from this app I'm receiving notifications when the app is turned off. Can't get notifications from Weather app on Mac I want weather app notifications on my Mac but Weather is not listed in my apps in notification setting. The weather app is installed and working fine (other than notifications). Can anyone help?
