disable Safari pop-up blocker

Everywhere I read that you go to Preferences / Security and uncheck the blocker box. Just one problem: there is no such block. ***?!? The only boxes I have are for Java Script and fraudulent websites.

And why isn't there a choice of 10.12.6 for operating system? That's what I'm using according to "about this Mac".

iMac (Retina 4K, 21.5-inch, 2017), ios 10.12.

If you are using Safari 12, go to Safari/Preferences/Websites/Pop-up Windows to disable the blocker.
