I bought the Apple Watch Series 4 (GPS + Cellular) for my parents in Malaysia. I got the stainless steel models, which only comes with GPS + Cellular support. I wonder if it can work without cellular support in Malaysia? Will it be carrier-locked?
It will work like a GPS only Watch. There's no requirement to set up cellular service.
It is not carrier locked, but it is region restricted. That is models from one region support certain bands and will not work with carriers in another region that use other bands.

Without cellular support it works like a GPS model.
