Can't edit or annotate pdf in iOS 12 Files app on iPad with third party drive

I'm using a 2018 iPad, before updating to iOS 12, I can edit, annotate and draw directly on any pdf files in the files app with google drive or one drive, now in iOS 12, I can't edit any files, the edit icon just disappeared.

The iPad above is running ios 12, below is running ios 11, these are the same file from google drive opened in the native files app.

Is there a way to solve this? Thanks!

Why has ability to markup PDFs been removed from the Files app in iOS 12? Prior to iOS 12, one used to be able to navigate to a PDF via the Files app, open the PDF, and mark it up. As of iOS 12, the Markup icon no longer appears upon opening a PDF via the Files app. Why would Apple take away such useful access to the feature? And, no, variations of "Oh, you do that in Books now," doesn’t answer the question.

OPENING PDF PROBLEMS ON IPAD PRO 11 inch So i just got my new iPad today for school , during the afternoon everything was fine and i was able to see pdf files.. but like 7 hours later i am not able to see NOOOOO PDFs on google classroom and this is a problem because i have assignments due and because of this virus going around i only have online school so i really need someone’s help out there and i barely have apps on this iPad the only apps i have is google hangouts, google classroom, google docs, gmail, google drive, pupil path, Netflix, khan academy, and google meet i have no photos or files in this tablet. And the funny part is, is that whenever i make a document on google docs and i attach it to google classroom when i press the document it says that the file is not found and i 100% knowing i done a document so idk what to do PLEASEEE help
