Change default PDF Scale (zoom) in Preview?

Hi. When I open a PDF document in Preview, the default Scale (zoom) is 100% per below screenshot. I would like to set the default scale to 123% which takes full advantage of my monitor height. If you click Tools>Zoom then this is accomplished however I would like it to be the default setting for opening new PDF's. I looked at the preference file but didn't see a scale setting. Preview 10 in High Sierra. Any ideas?
