On Mojave why are items saved to the desktop not appearing on the desktop?

MacBook Pro (13-inch, Late 2016, 4 TBT3), iOS 11.0.1

See if System Preferences > iCloud > iCloud Drive > Options… Desktop & Documents Folders is checked.
