Apple Watch 4 Tap to Speak Time volume cannot be changed

I just bought the Apple Watch 4 (my first Apple Watch) and just installed watchOS Version 5.1.1. I'm using the Mickey Mouse watch face and when I use the "Tap to Speak Time" it always speaks at full volume no matter what I set the "ALERT VOLUME" to under "Sounds & Haptics" on the watch or on my iPhone 6s using iOS 12.1 "My Watch" app. Can someone tell me if they have successfully been able to turn the volume down (not off) for Mickey Mouse on an Apple Watch 4? I would prefer if someone with an Apple Watch 4 respond since I think it might be an issue specific to that series. If you have been successful, please let me know your versions of watchOS, iPhone iOS, and how you were able to turn the volume down. If this is a known bug to Apple, do they plan on fixing it or do they say they never intended to have the "Tap to Speak Time" volume adjustable? Thanks!

Thank you for posting in the Apple Support Communities. I see you have a question about changing the "Tap to Speak Time" volume.

You may want to double-check the Siri volume for this rather than the overall device volume. On your Apple Watch, try tapping Settings > General > Siri. Then, scroll down and look for the "Voice Volume - Speaker" option. If you tap this, you should be able to adjust the volume by turning the Digital Crown.

I followed your instructions and the Siri volume did not change the volume of the "Tap to Speak Time" volume. Can you tell me if you were successful in turning down the volume for "Tap to Speak Time" on your Apple Watch 4 so that the voice for Mickey Mouse was not speaking at full volume? I am looking for someone who was successful at doing this.
