You will need to contact the previous owner. There is no way to bypass activation lock without the assistance of the previous owner. See: Turn off Find My iPhone Activation Lock - Apple Support


If you purchased the device through a 3rd party (e.g., eBay) and you cannot get assistance from the previous owner then you may want to try to get a refund via the 3rd party since the iPhone is useless without that assistance.
