OSB-C ipad does not sync with MacBook Pro

I have a 2018 12.9 inch iPad Pro and an old MacBook Pro. I can use iTunes sync with a USB to Lightening connector, so I know the MacBook and it’s USB port are working fine. I can use my USB-C to USB cable to draw power. But when I connect the USB-C iPad to the MacBook Pro, it doesn’t show up as a device in iTunes. All the software is up to date, so that’s not the problem. The ipad isn’t locked. The iPad does not show up in the USB section on System Information.

I tride using a different cable. I’ve restarted both devices.

What else can I try to make this work?
