Keyboard shortcut for "Tags..." fails in Mojave

I used to have a handy keyboard shortcut to make the Tags... dialog appear in the Finder. I made the shortcut using Settings>Keyboard>Shortcuts>App Shortcuts. In Mojave it no longer works.

I tried recreating the shortcut, including alternative spellings of ... but no joy.

The Tags... item seems now to be in a world of its own, also inaccessible to keyboard navigation when the File menu is pulled down.

Any solutions?
