Personal hotspot not working on eSim

i just activated eSim on my iPhone XS Max in UAE and realized that personal hotspot stopped working. Is this reported as a bug?

iPad mini Wi-Fi, iOS 7.1

I was not able to connect properly with hotspot. I followed your instructions which work, thx. But once I switched off my mobile and restarted again I had to repeat the trick. Do we know when apple will fix it definitely? Thx

I switched to eSim whith Zain Kuwait , I have the same problem, they told me that the problem is from Apple itself, they should fix it.

Same with me in Thailand. Started working when I switched Data Roaming ON (i'm not roaming).
