keychain approval

I got a new iPhone and I cannot access my saved passwords in keychain. When I turn keychain on I get the following message:

"Approve This iPhone - Go to one of your other devices signed in to iCloud to approve this iPhone"

It just says waiting for approval on the screen while it circles and no other devices receive a request to approve.

This is super frustrating as I had my keychain for a while and all of my passwords are being help hostage until I can access. Please help.

I have an iPhone X operating on the newest iOs.
