It should be under notifications, then go to Mail, then sounds (I think you can choose banners, windows and sounds)
and just turn that one on. Also go into system preferences, then sounds, then alert sounds, and make sure that's set to on, and that the volume is turned up there.

Go to System Prefs-Mail-Play Sound for notifications.
I do not see that woosh sound, yet I have it in Mail. I think it's default sound.
Check that your volume is turned up.
Do you have DND on by chance? (Do Not Disturb)?
To check, go to: System Prefs-Notifications-Do Not Disturb and make sure it's turned OFF.
I found the solution to the "Whoosh" restoration! In the tool bar on iMac (Mine is macOS High Sierra,) open "Volume" and make sure "Internal Speakers" is checked. It worked for me...hope this helps someone else.

I thought you meant you had different sound playing other than whoosh.
Had I know this, I would have questioned your speakers options.
