import playlist--nothing happens

After transferring my music to a new computer, I am trying to import my playlists. I can see them in a folder called "My Playlists" but when I do File > Library > Import Playlists and select one, nothing happens. It goes nowhere. Any ideas? Using PC with Windows 10, iTunes 12.9.1.4

Playlists and My Playlists are both likely to be related to Windows Media Player. iTunes stores its playlists within the iTunes Library.itl database file that would normally be inside the iTunes folder. See Move your iTunes library to a new computer for details on moving your library from one computer to another, or retrieving data from a device if the old library is no longer accessible.

Ok this may be the problem (although originally I didn't think so), as I found old playlists that were from two computers back and I can't find the playlists on the last computer. Where should they be located? Here's the file structure:

Music

Amazon MPD

iTunes

Album Artwork

iTunes Media

...

Music [all the music files are in here, and that's working well]

...

...

My Playlists [contains the old old ones]

Playlists [only contains samples that don't show up in iTunes]

So it seems the two existing Playlist folders are not connected to iTunes (as those lists don't show up), but I can't figure out where the playlists that are in iTunes are actually stored.
