Icons won't stay on second screen desktop after installation of Mojave

After installing Mojave, I can't get desktop icons to 'stick' to my second screen. The side screen will show open windows. If I drag an icon for a file or folder to the second screen, it slips right back to the main screen. Please help. (There are certain file icons I prefer to keep on my second screen.)

iMac (Retina 5K, 27-inch, 2017), macOS Mojave (10.14.1), SyncMaster Samsung side monitor

I also am having this issue on Mojave 10.14.2; on my second (non-primary) monitor, I am unable to interact with the desktop at all. Stacks is not turned on, but I can't even activate Finder by clicking the Desktop on my non-primary display. I can drag Finder windows to that display just fine, but the desktop is completely un-interactive on that display. I have no sort options or Stacks enabled on the desktop.
