I am using an Iphone SE, with the new iOS12
I have been trying to verify my account password via settings but it keeps poping up a window
“ there was a problem connecting to the server“

Thanks for choosing the Apple Support Communities. If I understand correctly, you are unable to sign into iCloud with your Apple ID account on your iPhone. If you haven't already, please force close the Settings app and restart your iPhone as iOS clears cached data and does other system optimizations when you turn your device off and on.
Force an app to close on your iPhone, iPad, or iPod touch
Restart your iPhone, iPad, or iPod touch
Also, if you open www.icloud.com from a web browser on a computer, are you able to login with no issue?
