ios shortcuts app crashes on opening

recently the new iOS 12 shortcuts app has begun crashing every time it is opened. It crashes within seconds of opening. I have found some suggestion online that this was an issue in beta. Deleting re-downloading the app doesn't change things. Nor does a hard restart of the device.

iPhone 6s, iOS 12.1

Go to settings, language. Reset your language. In my case I had English set but not English US
