Boot Camp error your bootable usb drive could not be created

I have windows on a partition but I need to increase the size of the partition. I downloaded an ISO file from Microsoft, then tried to create the image on my usb drive with Boot Camp but it says your bootable usb drive could not be created there is not enough space on the disk. My USB has 32GB. Is there anything that can be done to fix this?.
