Is there any way to reset or enable apple ID without phone number ?

My apple ID has been disabled due to re-entering wrong password again and again. Now, when I enter my email address to reset password, they prompt me to enter the phone number that I used with my Apple ID. This is the only option they show me. But I have forgotten the phone number.

I have access to my email and I will be able to answer the security questions. Is there any way to reset or enable my apple ID without that phone number ?

iPhone 5s, iOS 10.2
