My daughter forgot her passcode on iPhone. She erased it and set up as a new iPhone but now FaceTime is asking for the passcode we don’t know. What can we do

This has nothing to do with FaceTime. If she restored her phone from a backup, and can't remember the passcode, she will have to erase it and set it up as a new device without restoring her backup.
No. In fact, she must use the same Apple ID that she was using previously if she was signed into iCloud and had Find My iPhone turned on. That enables activation lock and the phone can only be activated with that iCloud account.
Sorry my daughter told me the wrong info, she said she can’t uze FaceTime because activation is asking for old passcode that we don’t know
