Download photos to iCloud Photos Downloads doesn't download

I can see the photos taken on the iPhone from the website iCloud.com/#photos, including recent photos.

However with iCloud setup on the PC, new photos do not appear in the designated folder "This PC\iCloud Photos\Downloads."

The folder, when selected, displays the choices: Download photos and videos, Upload photos and videos, and New shared album. Selecting Download photos and videos displays a window that says "Your photo and video library is being prepared. It may take a while to prepare a large library for the fist time....[OK]" But, after a long wait, the window disappears and no photos get downloaded.

Can you offer some advice?

I see you're trying to download photos you have stored in iCloud to your PC, but are seeing no updates when trying to download. I'd be happy to provide information that may help you out.

Download your photos and videos from iCloud Photo Library

New photos and videos you add to iCloud Photo Library will automatically download to your PC. You can also download your collection by year when you follow these steps:

Open a File Explorer window.

Under Favorites, click iCloud Photos.

Click Download photos and videos.

Choose the photos and videos you want to download and click Download.

Your photos and videos download to the location you set in iCloud Photos Options.

If necessary, test out to see if trying to download to another user account on your PC works.
