If you have already installed iTunes 12.8, try this.
You don't need to uninstall iTunes 12.8 first, but reinstalling using the following steps should help.
Download the current 12.8 installer for iTunes from
https://www.apple.com/itunes/download/.
Unlock your iOS device and connect it to USB.
Reinstall iTunes from the .dmg that you've downloaded.
During the installation it should announce that a further software update is required.
Install that and iTunes should see your device.

Good Luck!
Hi again. I should also mention this is the first time the iPod Touch has ever been attached for syncing as it is brand new. It is recognised by iTunes on a Windows PC (but I didn't allow it to sync) and I tried to update the iTunes Software on the iPod to see if that wold help but I kept getting the message that it was the latest version. I successfully updated the Pending App (Apple Store) as that was the only software update required after following your previous suggestion from Turingtest.
