Replaced Battery on Iphone 7 now Touch ID does not work

I replaced my battery on my iphone 7 and immediately on startup I have no home button function with the fail to initialize touch ID error. I rechecked the connections inside and remove/reattach and still have this issue. I cannot initialize a new fingerprint. It goes immediately to a screen saying it failed. So I then went to hard restart and it did nothing, same issue. Then I went to restore iphone from backup and apparently my backups are encrypted so I can not restore from backup. I can not access any of my prior backups stored on my external hard drive backups that I know were not encrypted for some reason. They are not in application support where they should be, apparently gone forever when I backed up on my WD passport.
So anyway, is there some way to get my touch ID working again? I have never had issues like this before with an iphone. I checked and verified no damage to the cable or connector for the touch id.
HELP! I now have a bricked iphone that prior had no issues for 2 years other than a dying battery and I don't have $700 for a new iphone.
