iCloud Problems

It is difficult to debug these issues while you are still in setup. If you try to set it up later, there are additional debugging strategies that will be available when the rest of the operating system is fully installed.
However, I can tell you that the setup option should work. If it doesn't, the cause is likely going to be in your router or network somewhere. Since you have a MacBook Pro, this is easy to check. Just keep iCloud off and then go to a library or coffeeshop and try turning it on there.
If you restart the computer, if you get the option to bypass that setup page, select later. You can always sign into System Preferences/iCloud after the computer has booted. I have always skipped that page when upgrading and after the computer booted, I was always signed into iCloud.

That might be useful for identifying where the problem is. If it works elsewhere, then the problem is with your router or network at home. If it doesn't work elsewhere, then you may have a hardware problem with your machine.
Might be a corrupt .plist.
Do a backup, preferably 2 backups on 2 separate drives.
Quit System Preferences.
Go to Finder and select your user/home folder. With that Finder window as the front window, either select Finder/View/Show View options or go command - J. When the View options opens, check ’Show Library Folder’. That should make your user library folder visible in your user/home folder. Select Library. Then go to Preferences/com.apple.systempreferences.plist. Move the .plist to your desktop.
Restart the computer, open the application, and test. If it works okay, delete the plist from the desktop.
If the application is the same, return the .plist to where you got it from, overwriting the newer one.

Then trying on another network as etresoft suggested would be the next easiest thing to do.
I don't see anything in the report that should be causing the problem. See if you can sign into System Preferences/iCloud when booted into the Safe Mode.
Have you tried restarting/resetting your router?
My guess would be that the setup software isn't working properly, which is why I always bypass that step.
Try going to Applications/Utilities/Keychain Access and see if you can remove it from there.
It worked when I didn’t remove my laptop from my icloud account. Otherwise, when I remove my laptop, sometimes it logs me in, or I have to click the sign in button.
System preferences is also buggy too, I meant that the spinning infinitely wheel happens when I setup iCloud there. Then sometimes, iCloud will make me reenter my password again, going through the infinite spinning wheel thingy again.
It is because it creates duplicate computers. When I remove the computer from icloud, it reappears. It does not erase the previous one. Also when I logged into iCloud, the wifi networks did not sync all the way. Is there still a way to reset my iCloud keychain?
How does staying logged in create duplicate computers? When you sign out of iCloud, the data you have synced to iCloud stays there. When you log back in, the data syncs again. Removing a computer from iCloud, doesn't remove the data from iCloud.
Macosx has been installed many times, and so when I click on manage my Apple ID on the apple main page, sign in, and then click remove this computer, it reappears when I refresh the page, it appears again. So I have to remove it every time I reinstall macosx, so it doesn’t create duplicates.
On another note, I can’t remove my google account from iCloud Keychain, how do I do that?
