How do I fix my billing information

so basically my billing info

keeps popping up everytime I want to download an app. Even if the app is free it still tells me to put it in. When I put it in 100% correctly it doesn’t work and asks me to put it in again until it goes on and on. Does anyone know how to fix this I’ve reset my whole ipod touch twice and now I’m getting very annoyed at the fact I can’t install anything on my device.

"there is a billing problem with a previous purchase" loop whenever I try to update an app it says "there is a billing problem with a previous purchase" and then takes me to my billing address, when I clock done it says it needs my password, yet when I enter said password all it does it take me back to my billing address and it is an endless cycle. Because of this, I cannot update nor download ( sometimes ) apps. It happened suddenly and I don't know how to fix this. thank you :)

Apple billing This has been making me rather angry for a while now I can’t download or update any of my apps every time I try to I am met with a loop of pop ups that say review billing information no matter how much I put in my password and go to the billing page it just never stops it won’t let me edit the billing address and it’s quite annoying all my apps are out of date and I can’t use any of them I’ve also apparently made to many Apple ID on this iPhone but no one i know has an apple device I can make a new one on apple please fix this because it’s a major problem
