"on my Mac" mailboxes missing from Mail after upgrade to Mojave and restore from TMB

I've seen many similar threads, but no solid solution that I could grasp.

We had many archived "On My Mac" mailboxes on our old iMac (OS 10.13), and I thought Migration Assistant would simply transfer them to the new iMac (OS 10.14).

I can see the old "on my Mac" mailboxes in Finder/ Library, but in Mail, the "import" window does not see the Library.

I have successfully done a few transfers manually, but they come in as "mbox" and have to be re-named, too.

Just hoping there's a less tedious solution.

TIA

iMac, macOS Mojave (10.14.1)

If anybody needs this, here's what I learned from a support chat today.

Basically, the least tedious solution is to restore from Time Machine to OS 10.13, using the TMB from the old iMac.

All the missing mailboxes show up in Mail. (Confirmed, this did work)

Next, upgrade the new iMac OS to 10.14. That will have to wait til tomorrow.

Apparently if I had done a restore from TMB instead of using Migration Assistant to start with, this would not have been a problem.

The "new" iMac came with OS 10.12 installed, and Migration Assistant wouldn't work with the TMB from the 10.13 system. So I upgraded to 10.14 first, thinking Migration Assist would be the easiest quickest way.

Just FYI, if it helps anybody.
