Macbook Pro & Macbook Air 2018 won't connect to public wifi

My Macbook Pro OSX Mojave 10.14.1 won't connect to any public wifi. I need to open manually the URL http://captive.apple.com/hotspot-detect.html to open the page of the cafe/restaurant, etc. and log in there. The same happens on my new Macbook Air 2018.

Who else has the problem? As this is happening on multiple devices I assume it's a mistake within Mojave.

Did anyone solve this problem?

MacBook Pro (Retina, 13-inch,Early 2015), macOS Mojave (10.14.1)
