iMessage and Facetime not allowing login on Mac

I have an issue with signing into iMessage and Facetime on my macbook air using my apple id. I get the message "An error occurred during activation. Try Again." in both systems, no matter which apple id I'm using.

everything else functions fine as far as my apple id goes.
i've tried other apple ids, doesn't work. I've tried the reset that is suggested (Reset NVRAM or PRAM on your Mac - Apple Support) but that doesn't fix the issue either.

MacBook Air, iOS 10.3.3

Although you didn't mention it, I'm assuming that you have already read and tried the following article in your troubleshooting efforts:

If you can't sign in to your iMessage account or FaceTime on your Mac - Apple Support


If so, then at this point you will need to ask Apple's Apple ID Account Security team for further assistance with this matter. To contact them, clickhereand pick a method; if that page doesn't list one for your country or you're unable to call, fill out and submitthis form.
