How do I move contacts from an Exchange server to my iPhone?

I have the iPhone XR 256 GB and it is fully up to date with iOS 12.1. I have added the Exchange account and I opted to sync my contacts. However, the contacts from my company's Exchange server do not appear when I go to Contacts>Groups>Exchange Global Address List. There is just nothing there.

I worked with an Apple Care technician and had no luck resolving the issue. We tried deleting the Exchange account and re-adding it several times. I also went to Settings>Contacts and made Exchange my default account. Still nothing.

You are correct that I have to do a search! However, that was not the way it was before. Previously, I could see the whole directory - we have a smallish company, only 800 employees.

Also, when I was on the phone with Apple Care, I tried doing a search and nothing came up. But now it is... I guess this is like the car that is making a noise until you take it into the mechanic and then it runs perfectly. Nevertheless, my issue has been solved and I appreciate your help! Thank you very much!
