If you block scheduled payments through your bank rather than by cancelling your subscriptions they it isn't surprising that your account has been disabled.

See View, change, or cancel your subscriptions - Apple Support to cancel any active subscriptions. See Change or remove your Apple ID payment information - Apple Support to remove any payment method attached to the account. Then sign out of your Apple ID in each computer or device where you are signed in.

This is a user to user forum. We cannot resolve the problem with your account. You will have to do it by following the instructions in the Apple Recommended post at the top of the page your post appears on.

Then you’ve come to the right place! Near the top of this page is a post labeled “Apple Recommended”. Follow the link in that post. (The link is the blue text; click anywhere on it).
If you change the email address for your Apple ID it will still remain disabled until you fix the problem that disabled it.
If you create a NEW Apple ID then everything you purchased with the previous Apple ID will have to be deleted and you will have to repurchase it all, or download it if it was free. In addition, if you have Find My enabled using the old Apple ID then Find My will no longer work, and if you ever have to reset your phone or sell it you will be unable to because of Activation Lock.
So the bottom line is that the only practical thing to do is to resolve the problem and un-disable your Apple ID.
Does 'close' mean logging out and back into the account ? If it does, contact iTunes Support
