My credit card method was banned from I tunes because they credited my account because charges were made on I tunes that I didn’t make. What can I do? I need to use I tunes for cloud store payment etc

You could try to change your payment method to another type:
Change or remove your Apple ID payment information - Apple Support
Or purchase & redeem an iTunes gift card:
Redeem App Store & iTunes Gift Cards, Apple Music Gift Cards, and content codes - Apple Support
