For those whom have touch screen unresponsive issue with iOS 12.1.....
Goto Setting -> General -> Accessibility -> Touch Accommodations, Turn on Touch Accommodations. Leave everything else in the options alone.
All my touch issues gone!

Are you using a screen protector on that iPad Pro?
The new 3rd generation iPad Pro models with the new liquid retina displays do not like screen protectors, of any kind, put on the screen.
Touch response is very poor with any screen protector on these new iPad Pros.
With the case, my thumbs don’t rest on small side bezels. I removed the case and the problem returned. Try lying flat the iPad on the table and use with one finger and see if the problem goes away
Touch problem returns this morning even with the case! Not experienced all day yesterday.
iOS 12.2 doesn’t fix this problem. Still found unresponsive to touch input at times. Miss my old iPad Air 2 given to my mom. 4 years zero problem
