I have an iMac and have in the past been able to disable and enable the pop up blocker but I've tried again recently and cannot find the tab. I am running macOS High Sierra.
I go to safari > preferences > security but there isn't a tab anymore for pop up blocker

You're welcome. It changed with the new version of Safari. When you go to a site, select "Settings for This Website…" from the Safari menu and you will be presented with options.
The setting is under "Websites" Pop-up windows. It's set per website.
Thank you. That must have changed when I upgraded to high Sierra or a newer version. Now I’ll have to figure out how to allow pop ups to specific websites.
