Just received a “Shield for Safari” update. Is this a valid update?

No new app. New page popped up on IPAD placing me on website: d3nkexok**12ny.cloudfront.***

No update of any kind for iOS comes via a web page. iOS and safari itself are updates via settings, and all Apps and third party software are updated via the App Store.
Where did you receive the update? Do you have an app with that name? I haven't received that update for Safari. If Apple was updating Safari, there would be a new IOS version released.

It is not a bad idea to check for updates, settings > general > software updates
If there are no updates, then you are good to go.
