Question: People will finish updating when Photos is in the background.

I saw the other question on this, but it is inactive and didn't answer my question.


Both my phone and laptop say this at the bottom of the list of people, but as far as I can tell there is no progress made at all. Every person in the list I manually tagged years ago in iPhoto. I'm able to manually approve some photos that it offers and that adds some pictures to the people in the list, but I would like to:


1) add new people

and

2) tag people that Photos isn't detecting as a person already in the list


Does Photos ever come up with new people for me to name? Is there a way I can force restart this? Or Jumpstart it? I'm willing to work from my phone or my computer. As I mentioned, if this is making any progress it is glacial. I've been checking back every couple of days now for a month and there is no noticeable progress.
