I have an Ipod touch that is 32GB and until today have had no problems with it till I tired to add a couple songs to it and tried to sync it. I get the 13019 error, I have tried pretty much all the fixes listed here and nothing works. Can someone tell me what to do?
Select the iPhone or iPod touch in iTunes under Devices.
Click the Music tab and under the Sync music option, choose Selected playlists.
Deselect the Voice Memos playlist.
Click Apply and then click Sync.
If the above steps do not resolve the issue, check the device and the iTunes library for duplicate voice memos. If you find any duplicate voice memos, delete the duplicates and then sync.
If those steps do not resolve the issue, then follow these steps:
Select the iPhone or iPod touch in iTunes under Devices.
Click the Music tab and deselect the Sync Music option.
Click Apply and then click Sync.
After the sync is complete, reselect the Sync Music option.
Click Apply and then click Sync.
If the Error 13019 occurs while syncing content other than music (applications, podcasts, and so on), then perform the same steps above but uncheck the content that stops syncing with Error 13019.
If the steps above do not resolve the issue, attempt to sync an empty iTunes music library to the device while logged in as a new admin user.
Yes, this approach works. For my case, it wasn't Voice Memos or Music playlists but instead TV Shows (after downloading one of Apple's 12 Days of Christmas freebies).
My solution was:
1. Untick the syncing of Music, Movies, TV Shows, Podcasts, Books, and Photos
2. Perform manual sync (error disappears!)
3. Tick Music, then manual sync (see if error stays away)
4. Tick Movies, then manual sync (ditto)
5. Repeat
When I ticked TV Shows to sync then manual synced, the error reappeared. So, this leaves me with a TV Show syncing problem, but at least everything else now successfully syncs.

I found a voice message, once i unchecked the sync of the voice memo's and deleted the voice memo in iTunes, the sync error went away. It was doing it on my Nano 16GB 5G and iPhone 32GB 3GS... no more... i don't know why Apple doesn't fix this error, but since iTunes 9.6 i've had that crappy 13019 error on sync... thankfully it still syncs, just gives me the error message.

check your music, videos, for and 2x copys of the same file and remove them this should fix the error this worked for me.
