SOLUTION - when I deleted all my voice memos then synced, everything worked. Not only was I recieving the same error, but I also experienced a problem playing music after trying the suggestions posted. The songs would be listed but would not play on my iPhone 4G. How frustrating...

Nevertheless, just delete your voice memes and sync. Make sure you send them to an email address before deleting. Good luck and hope this helps.

OK, I searched for an answer, and got some usable solutions, but none of them worked in my case.
Then, after trying to delete voicememos, playlists, unchecking music, movies ect. I still got the Error 13019 message. But now all my music on the iPhone was ghosted, but it still took up the memory on the phone. And I couldn't sync it back. So then I came to think that I could try sync it from another computer. And after syncing an empty iTunes music db, and then syncing on the normal computer (MacMini) it worked just fine.

Hello jewelly,

1. Connect your iPod Touch to your pc; iTunes should open
2. Click on the name of your iPod Touch under lefthand column heading "DEVICES"
3. Untick the syncing of Music, Movies, TV Shows, Podcasts, Books, and Photos (if you have no Music or Voice Notes then there's nothing to untick for them)
4. Perform manual sync (error disappears!)
5. Tick Movies, then manual sync (see if error stays away)
6. Tick TV Shows, then manual sync (ditto)
7. Repeat
