I didn't have any issues with WiFi after the upgrade, before or since, and I never do,anywhere I go, but I met one person who did in our organization.
His phone wasn't showing any available networks, after 3.1, when you went to the WiFi page on the phone.
I shut down off the WiFi, and turned off "Ask to Join Networks". Then I turned the iPhone completely off, by holding the top button down until the red slider came up, I slid it off, and waited a few moments.
I turned the phone back on, then turned on the WiFi, and "Ask to Join Networks". I waited a few more moments, and the local wireless network, at the campus, showed up. I, of course, had to put in the WAP2 passphrase back in, and he was up and running.
I told him he would need to do the same thing at every wireless network he went to, that required a WAP2 passphrase. He reported back that every site he visited, worked fine, including his home.
WEP is a lousy security method, and no one should still be using it - You need to make sure you put it in right, and know whether or not it's ASCII or HEX.
I don't know anyone still using it, and if their equipment will only use WEP, I'd lose it and get a newer router - they are really cheap these days. I use an Airport Extreme, but at work we have Aruba wireless equipment. Juniper is excellent as well. For the home, I'd only use Apple, or Netgear routers. I have had the best luck recommending them to other users, and they have all been very satisfied.
I'm a Network Engineer/Manager at a fairly large JC, and have had good success with these suggestions, when our staff or faculty ask.
