I HAVE THE SOLUTION, I had the same problem and it turns out if you don't have enough money in your account meaning you are in the negatives because of a pending transaction, the security code will not work because of the lack of money in your account! I hope this solves some issues!!!
What happened in my case was that when I updated to the latest Safari & iTunes yesterday, iTunes returned my CC info to the old expiration date from a year and a half ago, despite having had and used the current one for many purchases prior to yesterday. It took a long time to determine that's what happened, but once I re-entered my current data, problem solved.
Go in through the full page Account data to check if you're having trouble.
This is clearly some sort of a software issue. Hopefully it is just a bug that will be fixed within a matter of hours. I too have experienced a security code problem. It is unfortunate, as I would like to give Apple some business at the app store, but I cannot do so. Ugh.

I have an ipod, ipad, ipod tuch, iphone and a mac! I should be able to put my **** credit card into the itunes store and be able to get song, movies and what ever else i want to get throught the store!!!!! BUT NOOOOOO!!!!!! Try what I posted above: sign into your iTunes Store Account and check under the account data whether all of the CC info is accurate, including card number, expiration dates, billing address and security codes. After numerous emails back and forth with iTunes Store Customer Service, in which the responders did not - I repeat - did not read what I was describing, but leapt to their own eroneous concusions and solutions, I got one who read. She replied with what I'm telling you above, which fixed my issue. I hope it works for others.
The accuracy of reading was so bad, I haven't bothered to reply yet to the survey request that arrived yesterday. I figure "what's the use?" reading is reading, and being able to do so accurately is so low on the job requirements list, that my saying anything seems pretty pointless.
See, my problem is not as easily rectified. What does one do when his address is correct at the bank, correct at the post office, perfectly corresponds with his apple user a account, has a valid card which has been entered precisely into his accunt, and I still receiving a security code error? Everything is absolutely correct, and they don't want to take the time to fix it. So, I am getting my bank to verify all of my information in writing, as well as the post office, and thenI am going to raise **** until my problem is fixed. I had a sympathetic apple employee the other day. Even still, he tried to dismiss my issue a few times. I politely and intelligently insisted that I was not in error. He could find nothing wrong with my account. He even pulled up my address information with the USPS and was able to verify that it was consistent with my apple account. I had just reconfirmed my address at the bank a few days prior, and know that everything is in order. Still, technical support released a statement to me that it was an error that needed to be worked out on the side of my bank. They put me. Through a lot of rigamarole. As I understand it, this has happened to others. In fact, a girl had called in before me who had the same unresolvable problem (something which I don't believe my attendant was supposed to disclose, as he was dodgy while telling me, and really didn't go into detail. I was on the phone with him for 45 minutes. The only way for this to be fixed is if a high level supervisor goes into your account and manually reconfigured it his or herself. That's what I have heard about this issue.
Meanwhile, I cannot transfer any of my music through home share, can't get free apps, or buy apps.
Oh...and did I forget to mention that my account stopped working halfway through the day...I had already bought apps that day, the day before, etc...and all of my account information had already been freshly reverified prior to buying all of those apps, because I just bought an ipad2 (and applecare, which is apparently worthless...when I mentioned that one would expect that apple would take a harder look at your situation after buying AppleCare coverage, the guy laughed...not to be rude, but because he knew that this nonsense happens all of the time).
To Apple: Fix my problem, because I am on the warpath, and I take care of business. You will be presented with documents from both my bank and the post office this week. Do your jobs. I do mine, that's how I can afford your product.
P.S. - I love my new iPad2!

I can't do it successfully from my iPod, my PC via iTunes, or my PC via web browser. The best I could do is use PayPal for all my purchases, and until Apple wakes up and tackles the problem, using PayPal is the only 100% working method of paying. Apple Support, meanwhile, is completely unhelpful as most of the Help Desk Staff is in India. The people who can actually help lost their jobs to incompetents on the other side of the world. For a company with nearly unlimited resources, I am appalled that they would outsource the most important department they have - customer service and support. If it wasn't for that, the problem would have already been addressed and fixed, and we wouldn't be here griping and complaining.
I tried connecting my account with a paypal account after reading this. Sadly, even after trying to change payment methods, every time I log in, it shows my card I formation...the security code problem persists. Ugh...I am at a loss. If it were my banks fault, paypal wouldn't have accepted my information...that invalidates apple's hypothesis right there. Now my account will not let me attach the paypal...it simply reverts back to the card every time I sign in. Shame on apple for all this bs. I'll be at the bank getting written proof early tomorrow morning, and apple will have to answer to me.
Btw...1001 typos on this iPad2...and all of this auto correcting gets in the way.
It seems to be important (if anyone's missed it in previous attemtps) to pay particullar attention to steps 6 & 7 in iRipley's description above. There is no defending Apple's laxness in this fiasco, but it's easy to skip or overlook such a simple step, thinking we've already covered it, or what we've done is close enough, when perhaps it isn't.
All in all, I accuse Apple of becoming more like Microsoft every day as they outgrow their former excellent track record for both hardware and software performance. Been using Apple computers since '90 or '91, and only the past 5 years have been this extreme.
That's only a temporary fix, and in my case it didn't work at all.

Had same problem with Visa card. Used MasterCard DC/CC. I think the problem is fixed for now. See how long it lasts.
I had the same issue and when I used my name exactly as it is in my Visa Credit Card it worked.
