iPhone 4 displays incorrect time

It's 15:13:29 on the official US time site but my iPhone says it is 15:22. How can this be fixed? I've taken a screen shot and can email to you or post it on another forum that will make fun of Apple for getting something so simple all wrong.

I disagree. I have an iPhone 3GS on iOS 4 through O2 in the UK. My phone also developed exactly the same fault yesterday, with the clock going back 3 days and 3 hours. Nothing I did in settings fixed the problem and I resorted to manually setting the time. This morning the clock had become 10 minutes fast, causing me to run, unnecessarily, for my train. I tried the automatic setting again and the date and time went back 3 days straight away.
Just now, I tried syncing with iTunes on my PC and, although not immediate, the problem now appears to be fixed.

Calm down dear. With respect, I didn't say anything was impossible, now did I?
I disagree with your statement that syncing with iTunes does not solve the problem. In my case it was very helpful advice and it has completely fixed a problem that I was struggling with. I am very sorry that it has not worked for you, but I still believe that if others have the same issue (perhaps yours is a different issue) until Apple comes with an OS update, it is worth giving the sync method a try.

I'm a user in Malaysia where there's no such thing as in daylight saving.The time was running alright and accurately UNTIL I sync it. Then I'm at least 4 hours behind. I've tried the trick to reboot the phone but that doesn't work. I rely a lot on the clock and I expect it to be accurate. I'm a Mac user for a least 3 years now and I love Mac.. But this is just unacceptable for a simple clock not to be running accurately. Just hope someone can give me a solution here...

Got the same problem after the first sync with itunes. Managed to find the solution after trying cobyacca's advice & some other links.

This was what I did to resolve it, a little WARNING however as would require to erase the whole content of the iphone; if you don't feel comfortable with that, please stop:

1. Disconnect the iphone from the my PC
2. check the time zone set on my PC - in my case was set to the wrong region instead of Kuala Lumpur, was set to US hence my iphone was always showing the time 12 hours ahead
3. Within itunes, removed all the backups through Edit > Preferences > Devices. (this is where I notice the backups showing different dates as compared to the time the backup was done)
4. Close itunes.
5. set the date & time on the iphone to switch off the "Set Automatically" & adjust the time/date & region manually.
6. reconnect my iphone to have it perform backup & sync with itunes.
7. After completed the backup & sync, disconnected my iphone & select reset to erase all the content & settings of my iphone, wiped out everything in my iphone.
8. then reactivated my iphone using itunes & then sync back all the backup & songs & etc.
9. tried to set to automatic again for the time/date & Voila! it's fixed. Tried sync again and aok now.

Same problem over here with my 3Gs. Since I upgraded to 4.2.1 yesterday the clock on my iPhone is running 1 hour ahead when automatic time is selected. The clock used to be fine.

I've tried every suggestion mentioned here, exept the one from Kloon. I don't feel comfortable erasing the whole content of my iPhone.

Any other, less drastic, solutions?

Thank you, Kloon. I've tried your suggestion today and it worked! Nothing else helped me before (it was annoying for me to use manual time settings). It seems the problem with this time sync issue is in activating device with wrong time/regional settings. If you reactivate it with correct settings everything is going to be OK.

Kloon's solution is not particularly drastic - it's just time consuming. You're making a backup of your iPhone before wiping it, so everything will restore back afterwards.
