Unable to update apps

I recently purchased a brand new 2018 MacBook Air from Apple. A few apps need updates and I am not able to do so.(numbers, pages, garageband etc)

I get the following message:

This update is not available for this Apple ID either because it was bought by a different user or the item was refunded or cancelled.

I don't understand how this is possible given the laptop is not second hand.

Any advice?
