Can not update validate email keeps coming up with deceased family member no matter what I do have apple account and get charges but just get to applied Apple

Apple ID linked to non existent email Tested out my cousins iPhone 7 for a few days to see if i wanted to buy it, signed into my apple account like normal. I've since given it back after factory resetting it and removing it from my apple account but now it says that an apple account, that is trying to use a gmail that does not exist, Needs to be reactivated because of security reasons. This becomes a problem when i can only do that by stating a birthday i dont know for security questions. The other option is to send an email to the email that doesnt exist to reset my password and reactivate. I have never seen this apple ID before nor the email but it somehow uses one of my passwords to login with.

Someone else is trying to use my email address I started getting email notifications today that I need to click on a link to verify my appleID. However, the email associated with the new account belongs to me, but isn't part of my account. It wants a phone number ending in xxx62. I don't have anyone in my family that uses a phone number ending in 62. How do I get this resolved, and the email address removed from the other persons account. They have even registered their iPhone8 against the account.

Where are the changes coming from? Can you sign out of wherever the charges are coming from?
