How to access documents stored in the top level of iCloud Drive folder

I can not see all my documents stored in my iCloud drive. However in the system preference it said "the documents stored in the top level of iCloud Drive folder take up 3xx MB. To free up storage, open iCloud Drive in Folder and delete documents." How can I be able to access/retrieve my stored documents? My store capacity is still below the storage limit.

In finder preferences - advanced keep all the boxes as checked , click on drop down arrow of searching the folders and choose as use as previous search scope ( applicable for Mac OS Mojave 10.14.2 ) .

And click on get info for each document , open the pad lock with admin password , and can read the data stored in the folder .
