Iphone xr

I am setting up my new iPhone XR and it has been on the screen stating “it may take a few minutes to set up your Apple ID” it has been over two hours. Also it will not connect to the WiFi because I cannot access it because it has been on this screen the whole time. Is this normal? Also it is a 64gb I’m not sure if this makes a difference but it connected to the service.
