I can't update past macos 10.13

Just got a Mac mini that came with macOS 10.13 installed, but when I try to update, whether to 10.13.3 combo update or 10.13.6 combo update, it will not complete. Everything looks good, but it just keeps making me reboot and keep installing but nothing actually changes. I've tried the normal software update method as well as the download/install method.

Mac mini 2018 or later

Plus, note that Mojave is not an "update" of 10.13, it is an "upgrade" from 10.13. So you're currently using the wrong method to upgrade your Mac. You need to download the Mojave installer from the App Store app.
