Just got a Mac mini that came with macOS 10.13 installed, but when I try to update, whether to 10.13.3 combo update or 10.13.6 combo update, it will not complete. Everything looks good, but it just keeps making me reboot and keep installing but nothing actually changes. I've tried the normal software update method as well as the download/install method.

I still don’t know why the High Sierra updates wouldn’t work, but I went to the App Store and downloaded Mojave and that worked.
Try reinstall the whole 10.13.x update you get from the Mac App Store.
However, it may be more complicated if you have not previously "purchased" 10.13.
