My previous phone, an iPhone 6 had this same issue. I recently upgraded to an XR and thought this would be fixed but it's still happening and I can't figure it out for the life of me. I have always manually managed music and videos on my iPhone but can't get any Tones back on my phone at all. They show up in the Tones section but as you can see they aren't actually there. How do I make them download?

Thanks for using Apple Support Communities, it's great to have you here. If I understand your post correctly you're having trouble downloading Tones on your device.
With iOS 11 or later, you can redownload purchased tones that you bought using your Apple ID. You would need to go to Settings > Sounds & Haptics to download any available purchased tones. Also, you might not be able to redownload some previously purchased tones.
