how can I restore the backup if I forget backup password

I buy new iPhone and I have done the backup. When restoring backup to new iPhone, I forget the backup password, I have no backup in icloud. Any way I can restore the backup without password?

If you are talking about the backup being encrypted in iTunes, then no, you won't be able to restore the backup without the password.
