I recently upgraded to mojave (MBP 2014) and tried to startup in Safe Mode (to delete a copy of High Sierra installer in my trash). I kept my finger on the shift button for > 20 minutes and the progress bar looked complete but nothing seemed to happen and I did a force restart. How long does it take to start up in safe mode and do I actually have to keep my finger on the shift key once the progress bar is on the screen?

No, the above link is when a Mac will not start in Safe Mode. But, as I said, you only hold the shift key until you see the Apple logo, then you release it.
Start or restart your Mac, then immediately press and hold the Shift
key. The Apple logo appears on your display. If you don't see the Apple
logo, learn what to do.
I guess then that there is an issue and I need to contact Apple?
I am seeing the Apple logo and progress bar, when the progress bar gets to the end then nothing happens, the above link relates to when a Mac will not start...
And does it take longer than 20 minutes to startup?
Nowhere near 20 minutes.
Can you check the link please, the page I get refers to "If your Mac won't turn on", my Mac is turning on, I get the Apple logo and progress bar... For info I have reset the SMC and NVRAM.
You should release the shift key once you see the Apple logo.
