I updated my iPhone to 12.1.2 over WiFi BUT when I open iTunes it says there is an update available, 12.1.2!
I finally bit the bullet and updated the iPhone through iTunes.
Why doesn't iTunes check the current version on my iPhone?

It does check what version is installed on your iPhone. The 12.1.2 update from iTunes is a new revision to it. Its technically an update to the original 12.1.2 but the main version number did not change.

That's a pretty convoluted version control system and it doesn't fit with any version control system I worked with.

That doesn't explain why the iPhone doesn't know it needs an update!
Does anyone know if this new build fixes the cellular data and other cellular issues that were experienced by numerous users?
The 16C104 build is not being pushed out as an OTA update directly to the iPhone.
You can only get it through iTunes. Being such a minor change, it is not a really important or required update.
You can never install it if you don't use iTunes and you'd still be fine.
