solitaire cube by skillz has access to photos but without my permission

The app Solitaire Cube by Skillz has access to my photos. Shouldn't the app ask for permission to access my photos? When attempting to change the avatar picture it browses my photos. The app is not listed in the list of apps under Settings-Privacy-Photos. ios 12.1 iphone SE.

I just downloaded it and as soon as I went to change the avatar it came up with the message "Solitaire Cube" would like to access your photos with Don't Allow and OK as options. When I look at the app in Settings Photos are set to Read and Write. If you for sure didn't get that option I would say maybe uninstall and reinstall the app.
